Additional Exclusions on Tranche 3 of Section 301 Duties on Chinese Goods Announced 11-15-2019 On November 13, 2019, the United States Trade Representative (USTR) published additional exclusions for the third tranche of Section 301 duties on goods from China in the Federal Register. The Tranche 3 exclusion list will be retroactive to Sept 24, 2018 and will be effective to August 7, 2020.The exclusions can be claimed using subheading 9903.88.34.
